Rewrite CP login page

Is there a hook available for me to rewrite the CP login page? I want the username filed pre-populated with some value associated with a variable passed by the URL as a GET parameter.

No, there are not any extension hooks to allow you to do this, but if you pass the username via POST data, it will automatically populate the form field with it.
