Disabling the frontend edit widget

How do I disable the front end widget from appearing.. I’ve turn it to off in the template settings.. and add this to my config.. and it still shows up?
$config['enable_frontedit_links'] = 'n';

There missing setting is:
$config['enable_dock'] = 'n';Or in the CP, disable the dock!
And remember- the config will override the CP setting, so if changing it in the CP has no effect? Check your config.php file.
