Weird encoding on control panel for a specific user

Build is When a user (specific) logs into the control panel they are instantly greeted with a character encoding issue covering the whole page.

When I login to my admin account no issue. I tested accessing the system using the users credentials from my computer and received the same issue using multiple browsers as well.

I disabled Cloudflare caching, and purged the complete cache in EE. Issue persists.

I logged in to my account, went to that members profile, then logged in as user. No problem accessing via this method.

Logged is as another non super user and experienced the same issue.

No recent updates on my server stack. Running PHP 8.2 EE Build 7.315

Anyone run into this before or have an idea how to resolve this?
