Right now, the Free version has unlimited non-Control Panel users. Why would you rather those users not be able to comment, etc on the site? The purpose of us changing the license to allow for non-CP users was so that blogs sites could have users be able to comment and e-commerce sites could have customers, etc without having to pay extra for these users.

Not sure what the OP was but being able to have some MSM sites with just the 1 admin and then other MSM sites (paid-for) with multiple users would be ideal.
Right now, you’d have to add/pay-for MSM on all MSM sites even if you don’t want to use multiple users for them as far as I can see. There is no scope to user <> site exclusivity as far as I can see which would be needed to allow this to work.
Keeping some activities, like commenting, exclusive to Control Panel users can make the user experience more curated and interesting. It enables website managers to give priority to conversations and exchanges between users who have created accounts, are highly engaged in the community, basketbros or both.
