Admin password complexity and login plugin

Does anyone know if there is a plugin that will force password complexity when setting/resetting admin and other user passwords? And also adding lockout to login form? Specifically, I need to:

• make minimum 10 characters
• make 3 password classes required (uppercase, lowercase, numbers, punctuation)
• lock user out after 5 incorrect attempts to login

I don’t see a setting to adjust these and also can’t find a plugin/add-on that does it. Any suggestions would be greatly appreciated!
