Image Manipulations for Avatars, Member Photos, etc.

It would be nice to manipulate the images uploaded in the default directories such as Avatars, Member Photos, etc. It would allow me to force pixel dimensions and increase page load speeds while still allowing them to upload large images. A lot of members use phones and aren’t going to resize them before uploading.
