Unable to delete category

There is a category showing up in our shared departmental wiki as COURSE 1000 & frasl 1100 (without the space between & and frasl). It appears as though someone tried to use an ASCII character in the category name and it didn’t work. When I click on the category link to attempt to delete it, I get the error “ERR_TOO_MANY_REDIRECTS”. This redirect issue happens in both Chrome and IE. When I search for the category, there are zero results. I unfortunately do not have access to anything except the wiki interface. Is there any way to go about deleting this category or is it here to stay?
