Add Site Button Missing EE v2.11.1 with 3 additional sites purchased

Hi. We purchased EE3 but until various necessity plugins comply with v3, we have to use version 2.11.1. Upon installing, I discovered that this version includes the MSM in the initial install and did not require a separate MSM installation. Under general config, I turned on MSM and was able to set up one additional site for a total of two sites. Now I am attempting to set up a third site but there are no longer any options to do so. I.E., the ADD SITE button is not displaying, under EDIT SITEs there is no longer an option to add. We did purchase 3 additional sites and have gone through this same process with dozens of previous EE sites. Something seems to be bugging out. Any experience with this? Thanks, Steve
I figured it out. The process has changed a little. Before if one purchased MSM as an addon it would include three sites. When I purchased this current version of EE and then chose to add on a site, the invoice read as EXPRESSIONENGINE 3 ADDITIONAL SITE. From history, I assumed it meant THREE SITES but it only meant VERSION THREE OF EE with ONE additional site. I purchased another site, redownloaded the files, and swapped out the relative SITE files (3 of them). After going back into the CMS, I saw the option to add the third site.
