EE 3.3 DP1 - Encode tag with variable not working in default theme contact page

Something seems to be up with what looks like parse order when using a variable in the encode tag.

You can see this in layouts/_contact-layout

This doesn’t work

{encode='{contact_email}'}

while this does

{encode='[email protected]'}
