Edit Usernames

Is it possible to grant permission to a member group so they can edit usernames? I have “Can administrate members accounts” set to Yes but only the screen name is editable. Is this feature reserved for only Super Admin’s? If so would it be possible to override with a plugin?
Any tips or suggestions for granting this permission to one of my member groups would be greatly appreciated. The site I’m referring to is on EE 2.5.2. Thanks!

In EE 3 at least there’s a setting under Security & Privacy that allows members to change their usernames. I seem to recall it’s been that way for EE 2 as well; it’s not a per-membergroup setting, however.
