ee 3.2.0 DP 1/2, upload directories never show up.

In two different installs on 2 completely different machines, no matter what i do i cannot get upload directories to show up after i create them nor can I see the built in ones or directories from an EE 2.x -> 3.x upgrade.
This was an issue in DP 1 as well as DP 2.

The directories exist and are writeable and they are creating in the DB properly

Pretty odd, not reproducing on my end. Can you show us your module_id column in that table? That should be the only filtering we’re doing, aside from site_id.

Interesting, can you tell us the column settings for that column? It should be INT, NOT NULL with a DEFAULT of 0, meaning you shouldn’t have those blank cells there.
