Grid, Relationships, and Navigation titles don't render labels after upgrade

I recently upgraded an old EE server from v.2.2.1 to v.2.10.1. I did this manually by following the documentation on Ellislab.

Problem: While logged into the control panel, a few of the navigation items at the top don’t render correctly, but more importantly the Grid/Relationship channel field names. I made a quick grid field and tested it’s output and things are displaying correctly when the template renders.

The navigation items that don’t render the label name’s are all newer functionalities within EE. For example, Template Routing Manager, Channel Form Settings, Software Registration, etc.

I’ve tried un-installing all add-ons with no luck
