Upgrading 2.5.2 to 2.9.3 - Page requested not found

Background - I am using git for source control and ubuntu server.
My system folder has been renamed from system to cmsadmin We are using Focus Labs Master Config

I have tried following the directions here https://ellislab.com/expressionengine/user-guide/installation/update.html and everything followed along as expected. I had to rename system to cmsadmin and admin.php to blt_login.php and it seemed straight forward. Transferred the files over and cleared cache and when I go to site/cmsadmin/ I get “The page you requested was not found.” Searcing the forums I found lots of instances of this message and potential solutions. Lots of places that said click here for the answer and it would be a dead link, like here https://ellislab.com/forums/viewthread/211304/#980963.

The error page you requested was not found doesn’t produce anything else of significance in the logs. Checking apache logs and it generates a 200 OK message and I am honestly stuck at this point not sure where else to look. Where I did find information I have tried changing my config.php $config[‘uri_protocol’] = ‘AUTO’; to PATH_INFO and no luck, I have also tried changing routes.php $route[‘404_override’] = “ee/index”; to wizard/index and no luck.

Help is greatly appreciated and please let me know if you need more info.
