File Manager "Upload File" button same URL as File Manager and upload dialog is at bottom rather than pop-up

Some confusing behavior in the File Manager. (Content >> Files >> File Manager)

It has the same URL as the “Upload File” button, for starters. So, clicking the “Upload File” button merely returns you to the page you are already on.

The file upload dialog, rather than popping out as it does when the upload file icon is pressed while editing or publishing a post, is always present at the bottom of the page beneath the footer.

(The latter paragraph above seems to be related to the following bug report: https://support.ellislab.com/bugs/detail/20866/javascript-error-in-cp-file-manager but that does not necessarily explain why the button has the same URL as the file manager itself.)

{EDIT} The fix posted in the above-mentioned bug report’s comments section repairs the problem entirely. The bug has been noted and will be fixed in the next release, but you can fix it manually using the snippet replacement mentioned there.
