Site online / offline issue

I thought I had some database (or similar) issues with my installation earlier when I had to put site offline from general settings. It didn’t change the status when hitting submit.

But now, with fresh install, its still there. I need to double-do the change before it actual change the system from online to offline and from offline to online.

Does anyone happen to have similar issue with 2.9.2?
