Admin 404 Errors On Development Site

SOLVED

I’m trying to set up a dev site using a subdomain.

I followed all of the steps (clearing cache, file permissions, exporting DB, etc.), but after I update the paths on the dev site, all of the admin pages (except the admin home page) return a 404 error.
