I have a sliced static HTML website using Bootstrap librabries, is it possible to use my static HTML files in Expression engine?

Which directory should I upload my custom CSS and JS files?

In short, yes…;)

But it’s a process of integrating EE’s tagset with your existing HTML.

On your second question - anywhere you want. You’ll just have to update the paths to where you stored them in your EE template code.
