I followed this walkthrough to make it so that EE would use text files instead of the database: http://ellislab.com/expressionengine/user-guide/templates/templates_as_files.html
I have clicked all template to save as text file then downloaded the generated templates and edited them. I uploaded them with changes and no changes were shown. I clicked on Design -> Templates -> Synchronize and clicked the ‘Select All’ checkbox and click sync. Still no edits were shown. I then went to Design -> Templates -> Edit -> includes -> header and it still says that it is pulling it from the database.
Any ideas?

In the control panel , go to Design -> Templates -> Global Template Preferences.
Check if “Allow Templates to be Saved as Files?” having “Yes” and Basepath to “Template File Directory” having correct path.
Also, while updating template check the “Save Template as File” on template edit area.

Once you have synced all the templates, the edit template will say “From Database” as the changes into text template file will be saved into database.
Can you check if you can see the changes into text template file at template edit of Control Panel. Also check the cache settings. I always do the updates from template files and never faced the issue like this. EE manage these stuff very well.
