Required: Add-on to restrict user to managing only his files

This question may be related to a resolved thread.

I also require the functionality described in the above post. Has anyone developed an add-on, which restricts members access to only the files they have uploaded themselves? I’m looking to give each user the ability to only view, use, edit and delete the files they have uploaded through the file manager.
