Adding action nav to modules...

Is there a way currently for developers to add action navigation buttons to their modules?

These are the buttons that appear in the Title bar of the module to the right (below the typical right nav) like in the file manager for the “Upload File” button?

Looked through the developers documentation and tried a couple things myself and I don’t see a way for us to add those buttons.
