Comment module hook on changing status?

Does the update_comment_additional hook get called on simply changing the status of a comment, from pending to open for example? Or is that not an “update”?

I’m asking as I want to be able to change the Channel Ratings add-on so that any ratings associated with a comment are not “published” until a moderated comment is approved.
