addon recommendation for hierarachial menus

I was wondering if anyone has any recommendations for hierarchial menus with expression engine 1.x or 2.x, I am looking at Structure but was wondering if there were any free versions out there or any one has any recommendations on how to do these sort of menus.

There’a “Navigator” for navigation building. I haven’t tried it though (and I don’t think it’s supported any longer but I’m not 100% sure)
