EE1.x: Possible to use HTML email for the activation email.

A site I’m working on has account activation by email. I see where I can modify the email template, but is it possible to have this as a HTML email? I can see how I could hack the core files to enable this, but is there a legitimate way of doing this?
If I wanted to write an extension, which hook would I use?
