Diving into module development...confused

Hello,

I am on the road to building my first module for expression engine, and I was hoping for some advice as I currently confused as to whether or not it is indeed a module I need to develop or something different.

My client requires a tool to capture user submitted data and then post that data to a graph, each user that submits data will have there own graph where they can track the data they are submitting. I cannot see a need for a control panel part which leads me to think this is not a true module?

Any advice/hints/tips would greatly appreciated.
