There are several extensions that can send the admin a notification when a new post is created. That is not what I am looking for.
I am looking for something that would allow the admin to send out an optional email to the author if they set the status of the entry to “Rejected” all at one time. It would be very difficult and time consuming to do without some sort of addon.

Yes, you can achieve this using Update Message extension.
Just create mailing list and specify that the members of that list should receive email in case the entry from certain weblog/author/category was updated and has status “Rejected”.
But it isn’t a mailing list that needs to get the email. It is the specific author of the entry that needs to receive it. And the message needs to be customized for each entry in order for the admin to explain specifically why their entry was rejected.

This add-on does allow only to send automatically email messages to mailing list according to specified email template; it does not allow to change content of particular message before that particular message is sent.
