Found a 3rd party extension (snitch) that was close to what I needed, but I wanted to tweak to my needs which was to be able to specify specific weblogs for it to function against. (author grants permissions and opened it up on GitHub).

UPDATED! - Previously asked about declarations within the ext. class. Mostly due to my learning OOPHP, you must call internal class functions with the $this-> syntax. Baby steps, right?

Anyway, code is forked on GitHub. Working towards making the settings for each weblog rather than global. Currently it just allows you to specify which weblogs are affected rather than all or none.
