Is it possible to associate a user registration with the person who did the registering?

Lisa sent me over here to ask around, since we’re not sure if EE offers the appropriate hooks to accomplish this.

What I’d like to do is allow one group of users to register another group of users, and then be able to see a list of the people he or she has registered.

For example, we have two groups: Parole Officers (POs) and Offenders. The POs should be able to register offenders via a standalone registration form or the control panel. Then, when the PO signs into his account, he should be able to see a list of the Offenders he has registered. This list need not be visible in the CP, but on a page generated from a template, using profile tags, etc.

It doesn’t sound like this is possible with out-of-the-box EE, so my question is - does EE have the proper hooks to do this? Better yet, has anyone written something that can make this happen?
