Allow all field groups inside a fluid to be collapsed by default

I know in a channel layouts you can tell fields to be collapsed by default, but you can’t collapse actual field groups within a fluid field. It only lets you collapse the fluid field itself. I want those individual field groups (widgets) to be collapsed when you first edit a page so client can just see which widgets are added and if they want to edit they can open those. It’s very cluttered by default if everything is opened.

Once you edit a page, you’re allowed to click the gear icon and choose “collapse all” which does exactly this, but you can’t have those collapsed by default.
