Pending role issue / bug

When a user creates a new profile they are added to the primary role “Pending” and must be approved by an administrator. Once approved they are moved to the primary role “Member” but they retain the secondary role “Pending”. Though the user now has the ability to post new entries, when they attempt to post comments they receive the message “the following errors were encountered - your membership account has not been activated yet.” I have toggled “Submit comments” on for both the “Pending” and “Member” Roles in Edit Settings with no effect. When I remove the secondary Role “Pending” from the user account they are then able to post comments. Is this expected behavior?
