Blank Page when navigating to site and trying to launch Control Panel

Hello,

I am trying to goto: http:\niagaraimages.com\admin.php.

When I navigate to this I get a blank page. When I turn debug on I get:

Parse error: syntax error, unexpected T_STATIC, expecting T_STRING or T_VARIABLE or ‘$’ in D:\Hosting\7257872\html\niagaraimages_system\EllisLab\ExpressionEngine\Core\Autoloader.php on line 46

Any suggestions would be greatly appreciated,
