Back end CSS not rendering?

I am in the middle of attempting a somewhat messy re-installation of EE 2 after a hacker attack and server move. At this point, I am able to reach the admin control panel log in page, and I am able to log in, but all of the back end pages are rendering in bare html with no formatting. Any ideas why?
