Question of Procedure\Policy with EE & EllisLabs

Wasn’t sure where to ask this, but I was curious as to what the policy is for having purchased an EE commercial license and then using the code base of that established\finished site to begin development of a new website for a new client and paying Ellis for a new key.

In short, using out matured EE deploy from prior projects to cut out time in our development cycle and then procure a new license from EllisLabs once the client has committed?

Is this illegal or against the ToS?

We’re just now getting into full EE development and we’re walking on glass here. We don’t want to do anything illegal or stupid, so I’m asking questions.
