Javascript Broken, website not working

Hi All
Please kindly help me to resolve this issues.
Basically what m I doing is download entire files from live server, and backup database.
I setup this website at my local, but the javascript is broken, even I had changed cp_url.
and the website appear weird character “dr” at frontend and backend. (Please refer to attachments)
Please kindly guide me on this. thanks a lot

I had config the cp_url. I even can login to my backend, but the page look broken, javascript is not working…

Oh Yeah
The issues had solved.
I re-download all files again..then error gone.
