To make added functionality to EE, making it similar to a script called Wikisubtitles? (If anyone knows that script that is)

Basically it is for making a subtitle site. People upload subtitles to the site in whichever language they want. And then anyone who is logged in can use the subtitle uploaded to collaborate in translating it into other languages. Line for line, until the subtitle is finished in the new language. This feature can be seen on www.addic7ed.com for instance. The reason why I don’t want to use Wikisubtitles is that the code for the script is old, very unoptimized and there are a lot of errors in the code relating to MySQL. SO it would take very heavy modding of that code to get a satisfactory site.

Since I own a commercial licence for EE, I just wondered if it was doable to do this using EE. Any help on the matter is greatly appreciated 😊
