Pagination Not Working

Hi all,
Pagination for the following code seems to not be working unless a page is set in the URL, such as “/P16”. Isn’t it supposed to start at 0 if there is no P value?
As a side note, the page is a static page, so it has the following channel entry request at the beginning of the page..
{exp:channel:entries channel="pages" dynamic="no" entry_id="49"}Could this in some way be interfering?
EDIT
Removing the static request garners the same results. I am really stumped here.

The page entry was entered using the Pages module. Once the URI was changed on the entry to something that would never get used (I changed it to /gallery/P1 since it will skip that page) everything worked as expected. There was definitely an issue going on between the Pages module entry and the request.
