Command line -- what/where is it?

Regarding setting up the Simple commerce module, the instructions say to key in the following at the command line:

openssl genrsa -out private_key.pem 1024

What is the command line? Is it an ee thing, an Apache thing, or something else?

It’s a server thing, the command line on your computer. You’ll usually connect to it via Telnet, or preferably SSH. Ask your host about it.
