Consequently I can give confirmation that the process described at the begining of the thread is correct:
Registering members by admin as “Pending” and then from
Admin › Members and Groups › Activate Pending Members
using the “Activate Selected Members” with the option “Send email notification to each person”.
Email reaches the member.
