The bug forum is for discussing bugs, even making sure that some perceived behavior is, in fact, a bug. The bug tracker is where all bugs are then, uh, tracked. There is no bug forum for EE 2.0 (yet?)

Correct, the tracker is for confirmed, reproducible bugs. The The support forums (or the bug forum in 1.x) is for technical assistance, including general weirdness that you cannot explain or reliably reproduce. The bug reporting guidelines on the bug report form can help you determine whether you should post there, and if so, what information needs to be included.
