I added the line to the config file. Nothing. Not able to log in the EE control panel.

Girlyshoes - did you have the Tag module installed? It looks like you may need to re-upload all of the Tag files.
Also, when you say the PHP Info file didn’t load - what happened? That should always run no problems, it’s an info file not associated with EE though it will give us helpful information.

You know, at one point I had two installs, and I am beginning to suspect that the update went into the second location, which I thought was a dead end and had deleted most. I am now duplicating all the system folders into that location. If everything works, then I know to delete the first location (which I thought was my live site)

Tag module is installed
php info either comes up as 404 File Not Found (http://www.girlyshoes.com/phpinfo.php) or (http://www.girlyshoes.com/Girlyblog/com.phpinfo.php)
or it loads as a totally blank page (http://www.girlyshoes.com/Girlyblog/index.php/phpinfo.php)

It wouldn’t be index.php/phpinfo as that would be an EE template, and this is an actual file.
It sounds like you didn’t create the file and upload it to the root directory, which is why it’s not found.
If you go to /system/extensions and look for ext.tag_submit.php do you see it there?

OK. I got that sorted out. display_errors has a value of “on”

Can you temporarily add this to config.php:
$conf['debug'] = "2";That’ll show errors to everyone, so let’s see if we can use that to find more information. If there is already a debug line in there, simply change it to read 2 instead of adding a second copy.

Yes. I downloaded it as a text file (It’s huge, goes back to my original update or install in 2007) where do you want it? Or want it sent? And do you want me to cut just the pertinent data?

If you can zip it and attach it, that would help. And do ensure they’re error logs - not just logs. For instance, you shouldn’t see “200 OK” messages.
