Time Select is a simple fieldtype which provides a configurable dropdown menu of times of day.

You can configure on a per-field basis whether to show the time in 12-hour or 24-hour format, and choose to have the time options increment by 1 minute, 5 minutes, 15 minutes, 30 minutes, or 1 hour.
