The problem may be a database CHARSET issue. See http://ellislab.com/forums/viewthread/77825/
You should view the database content in phpMyAdmin before and after migration,
to ensure that CHARSET (character set) of content has not become garbled during database migration.

i’ve tried several times making sure every time the encoding is the same in phpmyadmin, but still no effect..
I’ve searched in the forum for people who faced the same problem.. and it seems no one was able to find a solution for this issue!..
hopefully the encoding woes will disappear in the coming version2.0 (by the way when is it due?)
I really LOVE EE, and I would really hate to be forced to leave it and use another cms because of such problem :(
the only solution I found uptill now is republishing all the content, and I’ve started already.

“Best practice” would be to have web page encoding set to UTF-8 and database encoding also set to UTF8
(ideally MySQL version of 4.1 or later). You should browse the weblog content in phpMyAdmin and
make sure that the content is not garbled.
Also see the suggestion in http://ellislab.com/forums/viewthread/77796/ about
having your own home or office server in addition to the host’s server.

Eyeweaver, please stand by while we try to find out why the form is not working for you. A number of people have had no issues with it. For security reasons we’d rather use the form, so I ask you to please not mail me the login data for the time being. Thanks.

maybe the reason is I’m accessing the internet behind a fire wall in saudi arabia.. I had problems with accessing the forum here when I first purchased the EE license.. also I had problems accessing my EE control panel, but the support team here helped me with these issues.
