I want to hide the site statistics and the bulletin board. What template is controlling this and where is it?

i would like to do it globally(have over 200 members who dont need to see site stats) without members having the option to change it.

You could probably do it globally with an SQL query for all users, but I am not sure there is an easy way to prevent them from changing it.
