For CSS and HTML I use Dreamweaver in code view. It is part of the CS3 Design Premium bundle that I have. I have used many editors but code view in Dreamweaver is pretty good if you know how to hard-code designs. It has a powerful find and replace that can span the full local site.
I would recommend to everyone learning to code by hand over a WYSIWYG as if anything breaks you know how to fix it, and the code is cleaner too.
