Is the Knowledge Base section of the EE site built as a weblog, using the categories to establish those sections of questions?
If not, then how?

Hi, Matt - welcome to the forums. The Knowledge Base is indeed a weblog with categories. =)

Derek Jones put together most of the Knowledge Base and wrote up part of the process in his Behind the Curtain series of blog articles.
