Here’s a list of the user contributed language packs- there is a Spanish one, though it’s a bit dated. However, it should provide a good base. And EE has a Translation utility that helps speed development/tweaking of language packs. Thus with the existing pack as a base, it wouldn’t take long to tweak it to 1.6 compatibility.
