Am I correct that the blacklist is primarily useful to combat comment and forum spam? It doesn’t actually keep blacklisted sites/users off of my site, unless I choose the option to write the blacklist to .htaccess. Is that right?

If so, then is there a way (besides manually) of writing only selected portions of the blacklist to .htaccess? This is theoretical at the moment, but mainly I’d like to be able to block a list of “bad bots”. It seems like the blacklist with the option to write only part of the list to .htaccess would be great.
