Ah ok, I didn’t need quite all of that. The last screenshot said you had no categories added to that group - is that group added to the weblog in question? What about if you just edit the group itself, it should show a list of member groups that you can allow access for.

That seems to have done it ... that member group highlighted as being allowed to add categories (although if they went in via the Admin tab they were still able to).
