I’m not aware of any PHP form processor that uses perl. What type of forms are you trying to implement?

If you just want something to take in the data. Why not FreeForm?

As Methnen mentioned, FreeForm does the trick. If you are looking for something to run outside of ExpressionEngine the you could look here.
