Hello, can someone let me know where in the control panel can I change Wiki permissions for all regular members to be able to edit the wiki?

You can specify which Member Groups are users from the Wiki Control Panel.
User Groups, These Member Groups have access to the wiki.
They can add and edit articles and categories.
