Could EE power a site like cork'd?

I’m in the dev process on a new site and was wondering if EE would be the right choice for the back end. It will have functionality similar to cork’d. Basically have a database of things that people can review and keep an avg of user reviews, as well as allow them to keep favorites.

Ratings - I’ve seen this offered as a plugin so check(this site is going to be free so if there is a free alt I’d love to hear it).

Member pages - I’ve seen posts on the forum about the limited content control of these pages(is that true). I’d look to have a favorites, recent posts(comments/reviews/whatever you want to call them), friends(add other site members as a friend and see what they have reviewed etc.)

Each item would be reviewable by a member, this consists of a few ratings and a written review. Maybe a rate this review feature as well, similar to Amazon.

I’m hoping EE can handle this, I’d hate to try and learn Ruby on Rails for this.
